You can only sign a company formation application when you have an Estonian Smart-ID issued after 8 November 2018.

You can use your Estonian e-resident card or Estonian ID-card to register a new Smart-ID that is suitable for Qualified Electronic Signature. 

You need to delete your existing Smart-iD profile and register a new one here.
